Westchester Officials

The Village Board consists of a Village President, Village Clerk, 6 Trustees, and Village Treasurer. The Board also appoints a Village Manager to handle the administrative functions of the Village as well as the Village Attorney. Board meetings are held the second and fourth Tuesdays of the month at 7:00 PM, with the Committee of the Whole immediately following.

Village Departments

The Village is divided in to the following Departments;

  • Administration & Finance

    • The Administration Department is led by the Village manager, who overseas the day-to-day operations and delivery of services. The Village Manager is responsible for the efficient administration of all departments.
    • The Finance Department maintains the responsible use, investment, and security of Village funds. In this manner, they prepare the annual budget and tax levy, work with external auditors to prepare a Comprehensive Annual Financial Report. On a day-to-day basis, functions include: Utility Billing, Vehicle Stickers, and General Services.
  • Community Development

    • The Community Development Department includes a Director, building commissioner, inspector/plan reviewer, and an administrative assistant. The Department’s primary responsibilities include; building permitting, planning and zoning, and economic development. Please contact the department with questions regarding: building permitting, zoning, economic development, demographics, and long range planning .
  • Public Works

    • The Public Works Department includes a Director, 17 full-time employees, 1 part-time employee, and an administrative assistant. The Department provides the following services; water and sanitary sewer maintenance, street maintenance, tree and parkway maintenance, and general services.
  • Police

    • The Westchester Police Department is committed to serving and protecting the residents and business community 24 hours a day, seven days a week.
      The department consists of three divisions; Patrol, Investigations/Juvenile, and Code Enforcement.
  • Fire

    • The Westchester Fire Department is made up of full-time personnel and consists of 28 sworn personnel and one civilian. Department personnel are divided into three 24-hour shifts. The Department provides fire and emergency medical services as well as emergency services for hazardous material incidents and technical rescue incidents.
