Water Fixture Efficiency Reimbursement Grant Program

Program Information:
The Village of Westchester is offering a grant rebate program to reimburse low-income residents for the installation of energy-efficient water fixtures. This program aims to help alleviate the impact of water rate increases by covering up to 90% of the purchase and installation costs of high-efficiency toilets, faucets, and shower heads.

Eligibility Requirements: 
  • Participants must be a resident in the Village of Westchester (non-resident and rental property accounts are not eligible to participate).
  • This program only applies to primary residence address. Accepted items for proof of residency include a copy of a Driver’s License or State ID.
  • Residents must prove low-income status by providing a copy of one of the following:
    • Medicaid card
    • Supplemental Nutrition Assistance Program (SNAP) card
    • Low Income Home Energy Assistance (LIHEAP)
    • Unemployment Insurance Finding Letter stating benefit eligibility.
  • Fixtures installed must follow applicable plumbing codes. A no-cost plumbing permit is required for grant participation.
Water Fixture Eligibility Requirements (all fixtures must be lead-free):
  • Toilets – 1.28 gallons (or less) per flush.
  • Faucets - 1.5 gallons (or less) per minute.
  • Shower heads – 2.0 gallons (or less) per minute.
Reimbursement Amounts:
  • Toilets – 90% of the purchase and installation cost, with a maximum reimbursement of $200 per toilet.
  • Faucet – 90% of the purchase and installation cost, with a maximum reimbursement of $100 per faucet.
  • Shower head – 90% of the purchase and installation cost, with a maximum reimbursement of $75 per showerhead.
  • Lifetime maximum grant reimbursement per household is $500.
Reimbursement Process:
  • Resident obtains plumbing permit an purchases and completes the installation of high efficiency fixture(s).
  • After completed, resident must complete a reimbursement application, providing receipts for proof of purchase and installation.
  • Verification by Public Works Staff that the work was completed.
  • Once verified, applicable reimbursement amounts remitted back to the resident
